The RAEX Ranking Agency has been publishing its annual Russian University Ranking since 2012. The ranking uses statistical indicators, as well as survey data, from 61,000 respondents: employers, academics, students and graduates. In 2020, a total of 164 universities were surveyed.

When assessing the quality of education at universities (weight of 50%), the ranking considers such indicators as ‘teaching quality’, ‘international integration’, ‘resourcing’ and ‘demand among prospective students’. To evaluate the demand for graduates among employers (weight of 30%), it analyses such indicators as ‘cooperation with employers’ and ‘graduates’ career quality’. The extent of a university’s research (weight of 20%) is based on such factors as ‘innovative activity’, ‘research achievements’ and ‘research infrastructure’.
